The High Court in Spain is starting a war-crimes investigation into a former Israeli defense minister Binyamin Ben-Eliezer and six of his military officials for the bombing in 2002 of a building in the Gaza Strip killing 14 civilians and Salah Shehada, a leader of the Hamas military wing.
