	Shell-topman Van der Veer strijkt vlak voor vertrek Russische plooien glad

	MOSKOU (Energeia) - Komende woensdag neemt Jeroen van der Veer afscheid als bestuursvoorzitter van Shell. Van der Veer laat zijn laatste werkdagen als CEO van het olieconcern in ieder geval niet onopgemerkt voorbijgaan. Afgelopen weekend sloot hij op de valreep nog twee grote deals in Rusland en poetst daarmee een smetvlek uit het verleden grotendeels weg. Het olieconcern dat al een samenwerkingsverband heeft met Gazprom op het Russische gasproject Sachalin 2 is door premier Poetin zaterdag ook gevraagd om deel te nemen aan twee vervolgprojecten in het oosten van Rusland. Daarnaast heeft Shell een overeenkomst gesloten in Rusland voor het verschepen van LNG. Terugkijkend op de bijna 40-jarige carrière van Van der Veer bij Shell, zijn er veel succesen die aan hem kunnen worden toegeschreven. De meest in het oogspringende resultaten bereikte hij sinds 2004 toen hij werd aangesteld als topman. Het was niet de makkelijkste periode om het roer over te nemen van het miljardenbedrijf, want het concern had flinke reputatieschade opgelopen door het reserve-schandaal waarin Shell claimde over meer olie- en gasreserves te beschikken dan daadwerkelijk het geval was. Van der Veer slaagt er echter in om snel orde op zaken te stellen. Ook de succesvolle fusie van Koninklijke Olie met Shell Petroleum NV tot Royal Dutch Shell kan volgens kenners grotendeels op zijn conto worden bijgeschreven. Shell ook in de race voor nieuw LNG-project De mogelijke Russische opdrachten voor Shell rijgen zich in snel tempo aaneen. De Russische energiegigant Gazprom heeft Shell en Total vrijdag geselecteerd als kandidaten om deel te nemen in een nieuw Russisch LNG-project op het Siberische schiereiland Yamal Gazprom praat hierover ook met Mitsui en Mitsubishi. Deze Japanse ondernemingen werken eop het Oost-Russische eiland Sachalin ook al samen met Shell en Gazprom aan de eerste LNG-opslag op Russische bodem. De definitieve keus wordt gemaakt in het eerste kwartaal van volgend jaar. De imposante loopbaan van Van der Veer kent hier en daar echter ook een enkele smetvlek waar de scheidend topman met minder plezier aan zal terugdenken. Het conflict in 2007 met de Russische overheid om het gasproject Sachalin 2 zal ongetwijfeld zo'n moment zijn geweest waar Van der Veer tandenknarsend aan terugdenkt. Het miljardenconcern ziet zich twee jaar geleden genoodzaakt om onder druk van onder andere president Poetin zijn meerderheid in het project te verkopen aan het Russische staatsbedrijf Gazprom, omdat het milieuwetten zou hebben overtreden. Hierdoor halveerde de bijdrage van Sachalin aan de jaarlijkse productie van Shell tot 2,6%. Het moet voor Van der Veer een harde confrontatie met de nieuwe geopolitieke realiteit zijn geweest. Waren het voorheen de grote multinationals die op het gebied van olie- en gaswinning de lakens uitdeelden, de laatste jaren eisen de staten veel meer zeggenschap op. Het was een van de lastigste zaken die de Shell-topman had meegemaakt, zo liet hij weten in een interview. "Het was in feite een klassiek voorbeeld dat je nooit grootschalige projecten kunt doen in grondstoffen zonder dat je een regering achter je hebt." Groot moet dan ook de voldoening zijn geweest toen Van der Veer een paar dagen voor zijn afscheid er alsnog in slaagde om deze Russische plooi uit het verleden glad te strijken. Samen met zijn opvolger Peter Voser bracht hij als CEO nog een laatste bezoek aan Rusland. Het resulteerde in twee grote deals waarmee hij zijn werkgever achterlaat. Allereerst kreeg Shell een uitnodiging van (premier) Vladimir Poetin om naast Sachalin 2 deel te nemen aan de aardgasprojecten Sachalin 3 en 4 in het uiterste oosten van Rusland. Hoe de deelname er precies gaat uitzien moet echter nog duidelijk worden. Een tweede overeenkomst die op diezelfde zaterdag werd ondertekend was al een stuk concreter. Shell International Trading & Shipping en het Russische transportbedrijf Sovcomflot gingen een overeenkomst aan voor het verschepen van LNG. Het gaat om samenwerking bij LNG-projecten op diverse locaties in Rusland, waaronder het eiland Sachalin en toekomstige projecten in de Noordelijke IJszee en het Siberische schiereiland Yamal. De successen zijn waarschijnlijk ook voor een groot deel te danken aan de diplomatieke inspanningen van de Nederlandse regering. Zo bracht de Russische president Medvedev ruim een week geleden nog een bezoek aan Nederland en bracht de minister van Economische Zaken Maria van der Hoeven in februari een bezoek aan Sachalin om de opening van de eerste Russische LNG-faciliteit bij te wonen. Van der Hoeven was toen overigens al hoopvol gestemd over de toekomstige relatie tussen Shell en Rusland. "Shell heeft hier een goed visitekaartje afgegeven", aldus de minister.
