Russia, France announce formula to end Georgia fighting

(MOSCOW) - The leaders of France and Russia agreed on a formula here Tuesday for ending the conflict in Georgia and the French president said the EU could deploy peacekeepers there if all sides agreed.

Speaking at a Kremlin news conference, Russian President Dmitry Medvedev said he and his French counterpart Nicolas Sarkozy had agreed on a six-point plan for ending the fighting that included renunciation of force and troop withdrawals.

It also forsees the opening of an "international discussion" on the future status of South Ossetia, where fighting has raged since last week, and another rebel Georgian province protected by Russia, Abkhazia.

The plan "is a good basis for solving the problem, getting out of the dramatic situation that has arisen," Medvedev said.

Sarkozy confirmed the agreement and said he had been reassured personally by Medvedev that Russian forces had "no intention" of remaining in Georgia.

The French president also raised the possibility that the European Union could deploy peacekeepers in the region, provided all parties to the fight agreed on this, and said the EU was united behind Paris' peace initiative.

"Could Europe participate in a European peacekeeping force?" Sarkozy asked in response to a journalist's question.

"Europe is available, of course... Obviously we are entirely ready to consider this kind of participation, if the various actors desire it."

The French president, who currently holds the EU's rotating presidency, said France's efforts to negotiate peace between Russian and Georgia were backed by all other EU nations.

"For the moment, I believe the French initiative enjoys everyone's support," Sarkozy said.

Together with Medvedev, Sarkozy outlined a six-point formula for ending the fierce conflict that broke out last week between Russia and its southern neighbour Georgia over the Moscow-backed rebel region of South Ossetia.

The Russian president warned however that movement forward on the joint French-Russian plan would require strict compliance from the leadership of Georgia.

"If Georgia is really ready to sign, and moves its forces from their forward positions, and to fulfil what has been agreed under these principles, then the way to a gradual normalisation of the situation in South Ossetia will be open.

"It's up to Tbilisi," Medvedev said.

Following the meeting, the French leader left Moscow for Tbilisi to discuss the plan with Georgia's pro-Western president, Mikheil Saakashvili.

Saakashvili's government has accused Russian forces of continuing to bomb Georgian territory even after Medvedev announced an end to the Russian military operation earlier on Tuesday.

However Saakashvili signed up on Monday to an outline plan drawn up by France and presented to him in Tbilisi by French Foreign Minister Bernard Kouchner.

Sarkozy at the start of the talks in Moscow, which also included Russian Prime Minister Vladimir Putin, sought to reassure Medvedev that it was "normal" for Moscow to defend Russian-speaking people beyond its borders.

But he also said Georgia's territorial integrity had to be respected.

"It's perfectly normal that Russia would want to defend the interests both of Russians in Russia and Russophones outside Russia.

"It is also normal for the international community to want to guarantee the integrity, sovereignty and independence of Georgia," Sarkozy said.

The conflict in the strategic Caucasus region has prompted alarm around the world.

On Monday US President George W. Bush issued his strongest condemnation yet of the violence in Georgia, saying a "dramatic and brutal escalation" of the bloody fighting could cripple Moscow's ties to the West.

Five presidents of former communist countries, including Ukraine and Poland, were making their way to Georgia on Tuesday to show their solidarity with the Caucasus nation.
