Bolivian gas line explodes; protesters blamed

LA PAZ, Bolivia: Anti-government protesters caused a pipeline explosion in southern Bolivia on Wednesday, forcing a 10 percent cut in natural gas exports to Brazil, the head of the state energy company said.

The official, Santos Ramirez, called the explosion in Tarija province "a terrorist attack." Company officials said protesters had closed a valve, creating pressure that ruptured the pipeline and triggered a fire near the border with Paraguay.

There were no immediate reports of injuries

President Evo Morales' leftist government immediately ordered additional troops to Bolivia's rebellious eastern provinces to secure gas and oil installations seized by demonstrators in protests that have become increasingly violent.

Ramirez said the pipeline blast reduced by 3 million the 30 million cubic meters of gas Bolivia sends Brazil each day.

In Brazil, Mining and Energy Ministry officials said the gas flow to Brazil remained normal. A spokesman at Petrobras, Brazil's state-run oil company, said he had no information about disruptions of gas. The spokesman declined to give his name, saying he wasn't authorized to speak to the media.

Any cut in gas flow could have dire consequences for Brazil's booming economy. Bolivia supplies Brazil with 50 percent of its natural gas, used for power generation and as fuel for cars and cooking.

Argentina is the No. 2 buyer of Bolivian gas. There were no immediate reports of disruption of gas flows to that nation.

On Tuesday, anti-government protesters trashed public offices in several eastern states in their attempt to keep natural gas revenues ? Bolivia's chief export ? for the nation's richer lowland provinces, where the bulk of its gas fields are located.

Opposition groups in the eastern provinces ? Santa Cruz, Beni, Pando and Tarija ? have staged a two-week long protest against Morales' efforts to remake the constitution and redirect natural gas revenues to the poor.

Morales has called the protests a "civil coup."

Opposition leader Branco Marinkovic from Santa Cruz, the unabashadly capitalistic seat of opposition to the avowedly socialist president, said Tuesday that the only way out of the conflict is for the government is to not hold a Dec. 7 referendum on a new constitution.

The new constitution, which would give indigenous groups with greater control of their traditional lands and make it easier for the government to redistribute fallow land, was approved by a special assembly last year amid an opposition boycott.
