Turkish delegation on Iraqi mission against PKK

ISTANBUL - Renewed attacks by the outlawed Kurdistan Workers' Party, or PKK, were on the agenda yesterday, as a delegation led by the government's special envoy to Iraq met with the president of the regional Kurdish administration.

“This is the first meeting between (Massoud) Barzani and the Turkish delegation,” Barzani's office chief Foaad Hussein told Agence France-Presse, adding the problems with the PKK would be discussed.

After the two-hour meeting, special envoy Murat Özçelik told reporters they conveyed to the Iraqi Kurdish side what could be done in terms of security, adding it was a positive meeting.

The delegation, which also includes Ahmet Davutoglu, foreign policy adviser to Prime Minister Recep Tayyip Erdogan, also met Iraqi Prime Minister Nuri al-Maliki and Iraqi President Jalal Talabani.

Turkish warplanes have been bombing PKK hideouts across the border in Iraq since an Oct. 3 attack by the terrorist organization on a Turkish border outpost that killed 17 soldiers. Kurdish authorities have condemned the Oct. 3 attack, but Turkey has been pressuring them to cut supply lines to the terrorists and arrest and hand over the leaders.

The Baghdad meeting comes after President Abdullah Gül said the Turkish government would talk with Iraqi Kurds to resolve the PKK problem, in line with a longstanding call from northern Iraq's regional Kurdish government. Speaking to reporters before departing for Germany, Gül also said yesterday that he planned to travel to Baghdad but the date of his visit had not yet been set.

Iraqi authorities have repeatedly pledged to try to curb PKK activities but say the group's hideouts are in rugged mountains to which access is difficult.

The meeting in Iraq also coincided with yesterday's anti-terror summit between the government and the military, at which new legislative amendments increasing the military's authority, along with social and economic measures and upcoming meetings with the Iraqi Kurdish administration were to be evaluated.

The Turkish Parliament on Wednesday extended by one year the government's mandate to order cross-border military operations against the PKK in northern Iraq.

According to diplomats, the meeting with Barzani will be the first step in a long-term dialogue. This will also include visits from northern Iraqi officials to Ankara based upon the outcome of this process. Turkey has already introduced a long to-do list in northern Iraq, but developments have been far from satisfactory to Ankara.

Turkish officials had previously held talks with the Kurdish administration. The sides had cut a deal in a similar meeting in Baghdad in May. According to the agreement, Kurdish officials are expected to change their rhetoric on the PKK and Turkey.

Experts say some achievements were made on this issue. The arrest of some PKK chieftains, blocking the PKK from using northern Iraqi hospitals, airports and main roads and not allowing the PKK to use communications for propaganda were also some of the Turkish demands.
