In London, Britain, Russian President Dmitry Medvedev and his USA counterpart Barack Obama met for the first time.
They agreed to negotiate a replacement for the START I by the end of the year.

Russia's first-ever plant for liquefied natural gas (LNG) was inaugurated near Yuzhno-Sakhalinsk in the presence of Russian President Dmitry Medvedev, Britain's Prince Andrew, Netherlands Economic Affairs Minister Maria van der Hoeven, and Japanese Prime Minister Taro Aso. The plant will process gas from the Sakhalin-2 extraction project, consisting of several offshore fields in the Sea of Okhotsk.

in Britain, the House of Commons Foreign Affairs Committee said ministers should no longer take at face value statements from senior politicians, including George Bush, that America does not resort to torture in the light of the CIA admitting it used 'waterboarding'.
The report said there were 'serious implications' of the striking inconsistencies between British ministers continuing to believe the Bush administration when it denies using torture. 'The UK can no longer rely on US assurances that it does not use torture, and we recommend that the government does not rely on such assurances in the future.'
'We also recommend that the government should immediately carry out an exhaustive analysis of current US interrogation techniques on the basis of such information as is publicly available or which can be supplied by the US.'

The George Soros Foundation pledged 500 000 euro in aid for the Roma community in Kosovo.
