President Nicolas Sarkozy has formally opened a French military base in the United Arab Emirates, France's first permanent base in the Gulf.
The base will will host up to 500 French troops and include a navy base, air base, and training camp

Some aid may be forthcoming for the Gaza Strip and surprisingly from Libya. It "sent a ship carrying 3000 tons of humanitarian aid to Gaza" to break Israel's blockade. The International Middle East Media Center called on other Arab states to do the same - flout the blockade and send aid even with no assurance Israel will allow it in.

(1) Terrorism, basically Islamist in origin, is the key problem. It is caused by something that is wrong with Arab society in particular, but also the societies of other Islamic countries such as Pakistan, Iran and Afghanistan.
(b) “Rogue” states—with interests and forms of government different from our own, a willingness to use force and, in the worst case, an inclination to acquire nuclear weapons—are a closely related threat because they may assist terrorists.
(c) “Failed” states, and the identity politics that travels with them, are also a serious threat: They produce or nurture terrorists, and they produce human rights violations, refugees and crime.
(d) Declining U.S. global influence relative to the rise of one or more peer competitors sometimes is recognized as an overarching threat, but this is construed to be a more distant problem.

Austrian anti-terror forces in Vienna arrested three people with links to al Qaeda who posted an online video threatening attacks against Austria and Germany.
All of them are second-generation Austrian citizens with Arab origins. They include a 20-year-old man, his 21-year-old wife and another man of 26.

From South Lebanon came rocket fire into Israel by an unknown group, something that could have been used as a pretext for war.
In Syria, Lebanon, and the Arab World the incident was believed to be the work of the Israelis and their allies in an effort to justify a future war.
