In Mexico city, a summit meeting with representatives of the three branches of federal government, the 31 state governments, the chief of the capital (DF) government, unions, church, businesses, civil organizations and news media signed an anti-crime pact of 75 commitments that have definite time limits for completion.
The meeting was called by the Federal Security Council.
Felipe Calderón was present for the signing of the pact and assured that the document meant business and “not a letter of good intentions.”

"So, the question is how - at one and the same time - we can ensure we give no quarter to terrorism and organized crime, while still advancing the liberties our society is founded upon…
The British way cannot be a head-in-the-sand approach that ignores the fact that the world has changed with the advent of terrorism, which aims for civilian casualties on a massive scale and which respects not only no law, but also no recognizable moral framework. Instead, it must be an approach that is prepared to make the difficult decisions to protect our security – not by ignoring the demands of liberty but always at the same time doing everything we can to protect the individual from unfair or arbitrary treatment."
-- Gordon Brown, Prime Minister of the United Kingdom, Speech on Security and Liberty

(1) Terrorism, basically Islamist in origin, is the key problem. It is caused by something that is wrong with Arab society in particular, but also the societies of other Islamic countries such as Pakistan, Iran and Afghanistan.
(b) “Rogue” states—with interests and forms of government different from our own, a willingness to use force and, in the worst case, an inclination to acquire nuclear weapons—are a closely related threat because they may assist terrorists.
(c) “Failed” states, and the identity politics that travels with them, are also a serious threat: They produce or nurture terrorists, and they produce human rights violations, refugees and crime.
(d) Declining U.S. global influence relative to the rise of one or more peer competitors sometimes is recognized as an overarching threat, but this is construed to be a more distant problem.
-- According to Barry R. Posen, in his article, The Case for Restraint -- Foreign policy after George W. Bush
